In this appeal, we consider whether the Circuit Court of Franklin County (the “circuit
court”) erred when it denied a request for declaratory and injunctive relief to bar enforcement of the local school board’s policy requiring parents to provide a birth certificate and proof of residence in the county for any child who is homeschooled.
