In this tort action, Pamela Banks sued the City of Richmond and others for damages resulting from an explosion of natural gas in her apartment at the Jefferson Village Apartments in Richmond. Banks proceeded solely against the City in a jury trial. At the conclusion of plaintiffs case, the trial court granted the City’s motion to strike. The trial court was of the view that the evidence failed to establish that the City had done anything “wrong that proximately caused the accident.”
